HIGHLIGHTS OF THE JANUARY 12, 2026 REGULAR SESSION

Further, Resolution No. 0698-26, Series of 2026, was approved under Privileged Hour, “Enjoining the Barangay Councils, Daycare Centers, Child Development Centers, and Child-Minding Facilities to support the Citywide implementation of the Measles-Rubella Supplemental Immunization Activity of the Department of Health Region XI and the City Health Office of Davao City”, as sponsored by Councilor Trisha Ann J. Villafuerte.

Meanwhile, the Body acknowledged the presence of Ms. Jacklyn Hon Mei San, Miss Petite Global Borneo 2026, as the speaker at the NextGen Muslim Innovators Summit 2026, scheduled on January 14-15, 2026. The said event is an initiative of the City Government of Davao, through the Davao City Muslim Youth Sector (DCMYS), spearheaded by its President, Sittie Aysha Cariga Pumbaya under the Davao City Muslim Affairs Office with the guidance of Deputy Mayor Rahima Usan-Polao of the Maranao Tribe. The Summit aims to empower young Muslim leaders, promote innovation, strengthen identity, and foster interfaith understanding and social cohesion.

With Acting City Vice Mayor Rodrigo S. On its 23rd Regular Session on December 9, 2025, the 21st City Council passed and approved the following measures on Third and Final Reading, to wit:

Finally, Resolution No. 0471-25, Series of 2025, entitled “Commending the Government of The People’s Republic of China, and its President, Xi Jinping, for their significant contribution and friendship in the Realization of the Bucana Bridge Project in Davao City” and Resolution No. 0472-25, Series of 2025, entitled “Commending the Administration of Former President Rodrigo Roa Duterte for the Establishment of the Bucana Bridge as a Symbol of Friendship and Strong Diplomatic Cooperation between the Philippines and The People’s Republic of China”, were approved by the Body under Suspended Rules.

HIGHLIGHTS OF THE DECEMBER 5, 2025 REGULAR SESSION

            The following legislations were duly approved by the 21st City Council during its 21st Regular Session held on December 5, 2025, to wit:

Resolution No. 0470-25, Series of 2025, was approved on Second Reading, entitled “Directing the City Planning and Development Office, through the Davao City Housing Office, to report in writing to the Body on the developments of the Local Shelter Plan for Calendar Year 2022-2031 by June 2026”.

 

Lastly, the Body approved Resolution No. 0439-25, Series of 2025, “Recognizing, Congratulating, and Lauding Davao City National High School Special Program in the Arts Centennial Choir for emerging as back-to-back Champions furing the 2023 and 2025 National Music Competition for Young Artists (NAMCYA) – Children’s Choir Category”.

 

HIGHLIGHTS OF THE DECEMBER 2, 2025 REGULAR SESSION

 

During its 21st Regular Session held on December 2, 2025, the 21st City Council passed and approved on Third and Final Reading, Ordinance No. 0115-25, Series of 2025, entitled “An Ordinance creating a Trust Fund to serve as the counterpart of the City Government of Davao in the Implementation of the Davao Public Transport Modernization Project, Providing for its Purpose, Management, and for other Purposes”.

Further, the Body adopted under Suspended Rules, Resolution No. 0428-25, Series of 2025, entitled “Recommending to the Concerned Committees to Revisit Ordinance No. 086-22, Series of 2022, entitled “An Ordinance Requiring City Government Employees to Wear an Indigenous People or Moro Inspired Attire and/or Accessories Every First Monday of the Month to Celebrate our Local Culture”.

Ordinance Nos. 0116-25 to 0129-25, all Series of 2025, were likewise approved under Suspended Rules relative to the financial assistance to different local government units declared under a State of Calamity due to Typhoon Tino, namely: Province of Dinagat Islands, City of Cebu, City of Danao, City of Bago, City of La Carlota, City of Canlaon, Municipality of Compostela, Municipality of Balamban, Municipality of La Castellana, Municipality of Binalbagan, Municipality of San Enrique, Municipality of Pontevedra, Municipality of Isabela, and Municipality of Pototan.

 

Finally, the Body enacted on Privileged Motion, Resolution No. 0426-25, Series of 2025, “Congratulating Matalam Mervin To-Ong and the Binugao Bagobo Tagabawa Women’s Association (BIBATAWA) For Winning the “Katuwang sa Pagtataguyud ng Pambansang Sentro ng Pagbabahagi ng Pilipino” Award during the Philippine Handloom Weaving Festival held on November 19-25, 2025, at Robinsons Ilocos” and Resolution No. 0427-25, Series of 2025, “Commending Matanam Mervin To-Ong and the Binugao Tagabawa Women’s Association (BIBATAWA) for establishing the first Handloom Weaving Innovation Hub In Davao City.

HIGHLIGHTS OF THE NOVEMBER 11, 2025 REGULAR SESSION

During the 17th Regular Session held on November 11, 2025, the 21st City Council passed and approved Ordinance No. 088-25, Series of 2025, entitled “An Ordinance Granting Legislative Authority to the City Mayor to Enter into and Sign, for and in Behalf of the City of Davao, the Deed of Donation between the City of Davao and Maranao Women’s Association of Davao City, relative to the Provision of Twenty-Nine (29) Units of Sewing Machines in Favor of the said Association”; Ordinance No. 089-25, Series of 2025, entitled “An Ordinance granting Legislative Authority to the City Mayor to Enter into and Sign, For and in Behalf of the City of Davao, the Memorandum of Agreement (MOA) Pertaining to the Kadiwa Financial Grant Assistance Program by and between the Department of Agriculture (DA) and the City of Davao”; and Ordinance No. 090-25, Series of 2025, entitled “An Ordinance granting Legislative Authority to the City Mayor to Enter into and Sign, For and in Behalf of the City of Davao, the Deed of Conditional Cash Donation pertaining to the Kadiwa Financial Grant Assistance Program by and between the Department of Agriculture (DA) and the City of Davao”.

The 21st City Council held its 16th Regular Session on October 28, 2025, and adopted on Third and Final Reading, Ordinance No. 075-25, Series of 2025, entitled “An Ordinance Adopting and Institutionalizing the Climate and Disaster Risk Assessment (CDRA) as a Tool for Urban Planning, Infrastructure Development, Environmental Management, and Disaster Risk Reduction and Management in the City of Davao, and for Other Purposes”; and Ordinance No. 076-25, Series of 2025, entitled “An Ordinance Adopting and Institutionalizing the Davao City Multi-Hazard Early Warning System (MHEWS) Handbook, Providing for its Implementation, Monitoring, Funding, and Prescribing for its Updates, Revisions and Systematic Review”.

 

The Body likewise approved under Suspended Rules, Ordinance Nos. 077-25 to 081-25, all Series of 2025, Enacting an Ordinance authorizing the City Mayor to utilize a portion of the Thirty Percent (30%) Quick Response Fund (QRF) out of the Five Percent (5%) Disaster Risk Reduction and Management Fund (DRRMF) of the City Government of Davao for CY 2025 as financial assistance to the following places, declared under a State of Calamity due to the severe damage caused by magnitude 7.9 and 6.9 earthquakes on October 10, 2025, to wit:
