HIGHLIGHTS OF THE APRIL 2, 2024 REGULAR SESSION

Ordinance No. 0464-24, Series of 2024, entitled “ An Ordinance Declaring Mount Apo Natural Park as Geopark” was approved by the 20th City Council during its 13th Regular Session held on April 2, 2024.

Further, the Body likewise adopted on Second Reading, Resolution No. 02267-24, Series of 2024, “Enacting an Ordinance enhancing existing Ordinances relating to liquor and sobriety, regulating the consumption, distribution, sale and supply of liquor and other alcoholic beverages, repealing for this purpose Ordinance No. 0410-18, Series of 2018 and Ordinance No. 004-13, Series of 2013”; and Resolution No. 02268-24, Series of 2024, Enacting an Ordinance amending Ordinance No. 0367-12, Series of 2012, otherwise known as “The New Comprehensive Anti-Smoking Ordinance of Davao City,” as amended by Ordinance No. 037-19, Series of 2019, to include provisions Protecting Vulnerable Minors from Smoking and Tobacco Use.

Finally, Resolution No. 02280-24, Series of 2024, was enacted under Suspended Rules, “Urging the Department of Public Works and Highways RO XI (DPWH XI), Davao City Water District (DCWD), Telecommunications Companies (TELCOs), and Davao Light and Power Company (DLPC), and all other companies and offices that will be conducting future roadwork excavations that will impair road conditions in the City to secure first an approved Resolution and Ordinance for the Temporary Closure of Road to ensure that all necessary permits and coordination with the City Transport and Traffic Management Office (CTTMO) and proper offices are complied with”; and Resolution No. 02281-24, Series of 2024, “Requesting the appropriate Committees and Offices to look into the possibility of amending Section 91 (Bicycle Lanes, Shared Roadways and Signed Shared Roadways of Ordinance No. 334-12, Series of 2012, otherwise known as the Comprehensive Traffic Code of Davao City), by making exclusive Bicycle Lanes turn into Shared Roadways to maximize road capacity to decongest traffic.”

HIGHLIGHTS OF THE MARCH 26, 2024 REGULAR SESSION

Floor Leader Jesus Joseph P. Zozobrado III gave a hearty welcome to notable guests prior to the start of the 12th Regular Session. Notably, these guests included representatives from the Davao City basketball team, who were accompanied by Coach Omar Rutia, Team Manager Aldin Celi, and Team Consultant Michael Lorejo. The talented team, which is made up of youngsters aged 16 and under who were carefully chosen, is ready to compete in an international basketball league in Vietnam. It is the result of the combined expertise of players from different Davao City schools. Bradley Go-od and Nathan Yap were two of the sportsmen Vice Mayor Quitain honored. Vice Mayor Quitain sent his best wishes and emphasized the importance of sportsmanship, acknowledging the commitment of both parents and athletes.

Thereafter, Resolution No. 02259-24, Series of 2024, and its corresponding Ordinance was approved by the Body on Second Reading, entitled “Enacting an Ordinance Declaring Mount Apo Natural Park as Geopark”

 

Finally, Resolution No. 02261-24, Series of 2024, was approved under Suspended Rules, “Congratulating the Interfacing Development Interventions for Sustainability (IDIS) on its 25th Year Anniversary, The Longest Serving Environmental Group in Davao City”. Resolution No. 02262-24 and its Ordinance No. 0461-24, both Series of 2024, entitled “An Ordinance for the temporary closure of road to vehicular traffic the street along Aurora Quezon Street, Fatima corner Pag-asa Street on March 30, 2024 from 10:00 AM up to 12:00 midnight in celebration of the Our Lady of Fatima Parish Easter Vigil Celebration.

HIGHLIGHTS OF THE FEBRUARY 27, 2024 REGULAR SESSION

On its 8th Regular Session held on February 27, 2024, the 20th City Council passed and approved on Third and Final Reading the following legislative measures, viz:

            The Body likewise approved under Suspended Rules, Resolution No. 02192-24, Series of 2024 and its corresponding Ordinance No. 0433-24, enacting an Ordinance for the temporary closure of roads to vehicular traffic on the specified date and time herein indicated, in connection with the celebration of the 87th Araw ng Dabaw, authored by Councilor Conrado C. Baluran.

            Meanwhile, Councilor Al Ryan S. Alejandre conveyed to his colleagues that Ms. Jennifer Romero, Officer-In-Charge of the City Tourism Operations Office, was present in the day’s session alongside the candidates of the Mutya ng Dabaw 2024. The event serves as a significant platform for promoting the city’s diverse indigenous cultures and bolstering tourism. Councilor Alejandre likewise articulated that the pageant serves as a representation of the city’s rich culture, with candidates advocating for various causes and embodying the city’s values, significantly enhancing the city’s appeal for tourists and providing them with an authentic insight into the city’s local cultural backgrounds and principles. Subsequently, a photo opportunity ensued involving the Members of the 20th City Council, Ms. Romero, and the official candidates of the 87th Mutya ng Dabaw.

Citing the Certificate of Urgency from the Executive Department, Resolution No. 02193-24 and its Ordinance No. 0434-24, both Series of 2024, was enacted under Suspended Rules, entitled, “Enacting an Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City Government of Davao, the Deed of Donation to be executed by and between the City of Davao and Bagobo Klata Livelihood Association relative to the donation of twenty-nine (29) units of household sewing machines, identified as JA2-2 sewing machine with portable plastic case and motor, in recognition and support to the donee in empowering the Bagobo Klata Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) and enhancing their quality of life and economic development.

             Lastly, Resolution No. 02196-24, Series of 2024, and its corresponding Ordinance on Second Reading, enacting an Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and Philippine Mental Health Association Incorporated-Davao Chapter relative to the programs and services catering to mental health in Davao City and Resolution No. 02197-24, Series of 2024, and its corresponding Ordinance on Second Reading, enacting an Ordinance amending Sections 7 and 8 of Ordinance No. 0721-19, Series of 2019, entitled “An Ordinance providing for a mental Health Program and Delivery System in Davao City” was adopted by the Body.

HIGHLIGHTS OF THE FEBRUARY 20, 2024 REGULAR SESSION

Resolution No. 02180-24 and its corresponding Ordinance on Second Reading, both Series of 2024, entitled “Creating an Ordinance Establishing the Shelter for the IP Watchers and Runners of Patients from the Indigenous Peoples and Muslims Belonging to the Eleven Tribes of Davao City, namely: Klata, Ata, Matigsalug, Obu-Manuvu, Tagabawa, Tausug, Iranun, Kagan, Sama, Maranao and Maguindanao” were approved during the 7th Regular Session held on February 20, 2024.

            Further, the Body likewise approved Resolution Nos. 02181-24 to 02183-24, all Series of 2024, favorably endorsing the Accreditation with the City Government of Davao of three (3) Cooperatives in Davao City, namely: Fatima Multipurpose Cooperative, Gabay sa Kaunlaran Credit Cooperative (GKCC) and Biao Guianga Farmers Multipurpose Cooperative, respectively.

HIGHLIGHTS OF THE FEBRUARY 13, 2024 REGULAR SESSION

With Councilor Alberto T. Ungab acting as the Temporary Presiding Officer of the 6th Regular Session held on February 13, 2024, he yielded the floor to Floor Leader Jesus Joseph P. Zozobrado III, for the passage of  the following measures under Suspended Rules, to witResolution No. 02179-24 and Ordinance No. 0426-24both Series of 2024, Authorizing the City Mayor to Enter Into and Sign, for and in Behalf of the City of Davao, the Memorandum of Agreement (MOA) to be Entered Into by and Between the City of Davao and St. John Paul II College of Davao Relative to the Work Immersion Partnership of the Latter with the Former.

Meanwhile, Ms. Jovanna Crista Duhaylungsod, spokesperson of Davao City Water District (DCWD), highlighted the current status of water supply availability, taking into account the recent operational challenges of their company. This includes the exceptional circumstances caused by consecutive heavy and prolonged rains occurring from January 31 to February 2, 2024. Despite the temporary suspension of its bulk water operation, she indicated that DCWD maintained approximately 90% operational capacity, operating 24/7 during this period. In the preceding week, she mentioned that operations had returned to normal, with minor concerns regarding water turbidity.

            Thereafter, Ms. May Che Capili, External Relations Officer of Apo Agua Infrastruktura, Inc., delivered a comprehensive presentation on the operational updates of Apo Agua, encompassing road restoration and future initiatives. She reported that Apo Agua has successfully supplied 13,760 million liters of potable water to the City’s residents from December 1, 2023, to February 8, 2024. Furthermore, she detailed the measures taken by Apo Agua, in collaboration with DCWD, to address concerns regarding water turbidity.

            Ordinance No. 0404-24, Series of 2024, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Letter of Understanding (LOU) between the Civil Aviation of the Philippines-Francisco Bangoy (Davao International Airport) and the City of Davao on Wildlife/Bird Strikes at Davao International Airport was approved on January 30, 2024 during the 4th Regular Session of the 20th City Council.
