The following legislations were approved by the 20th City Council during its 41st Regular Session held on November 7, 2023, to wit:

ON SECOND READING:

Resolution No. 01729-23, Series of 2023 and its corresponding Ordinance on Second Reading

  • Enacting an Ordinance amending Ordinance No. 0407-12, Series of 2012, entitled “An Ordinance requiring all establishments, whether commercial, industrial or financial institutions, with capitalization of not less than Three Million Pesos (P3,000,000.00), including, but not limited to, banks, pawnshops, restaurants, shopping malls, hotels and inns, educational institutions, hospital and medical institutions, gaming cockpits (sabungans), private transport terminals on land, air and sea operating within the City of Davao, to install, operate, and maintain Closed-Circuit Television (CCTV) Cameras in public/common area/s”

  • Congratulating the Department of Science and Technology (DOST) for the celebration of the Regional Science and Technology and Innovation Week.

Resolution No. 01734-23 and Ordinance No. 0326-23, both Series of 2023

  • An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding (MOU) by and between the City of Davao and Interfacing Development Interventions for Sustainability (IDIS), Inc., relative to the renewal of the financial assistance from the former to the latter with Project Code Number 9997-34, for Calendar Year 2023

Resolution No. 01752-23, Series of 2023

  • Supporting the City Assessor’s Office on their mandate to conduct tax mapping to all commercial and residential buildings, including agricultural industries and eco-agri farms in the territorial jurisdiction of Marilog District, this City, including those erected in the ancestral land for the purpose of property re-evaluation and issuances of tax declarations solely on the structure alone and not on the land

HIGHLIGHTS OF THE OCTOBER 24, 2023 REGULAR SESSION

            With Councilor Alberto T. Ungab as the Temporary Presiding Officer of the 40th Regular Session, the 20th City Council passed and approved on Third and Final Reading, Ordinance 0320-23, Series of 2023, entitled “An Ordinance Providing for Earthquake Disaster Prevention and Response and Institutionalizing the Davao City Earthquake Response Task Force, Defining Its Duties, Functions, and other Purposes”.

 

Further, the Body adopted Resolution No. 01708-23Series of 2023, A Resolution commending and congratulating the Rotary Club of Davao on their 85th Anniversary.

            Finally, Resolution No. 01720-23, Series of 2023, thanking the Department of Trade and Industry (DTI) for awarding Davao City as winner of a Three Million grant for its creative industry project entitled “Creative Spaces in Public Places: Utilizing recreational parks and facilities as Grassroots-centered hubs for the Arts, Technology, and Innovation”, thereby championing the Creativity and Innovation in the country’s Local Communities and Regions.

HIGHLIGHTS OF THE OCTOBER 17, 2023 REGULAR SESSION

The following Ordinances were duly approved by the 20th City Council during its 39th Regular Session, viz:

            Moreover, the Body likewise approved on Second Reading, Resolution No. 01688-23, Series of 2023, and its corresponding Ordinance, entitled “Enacting an Ordinance providing for Earthquake Disaster Prevention and Response and Institutionalizing the Davao City Earthquake Response Task Force, Defining its Duties, Functions and Other Purposes”.

            Resolution Nos. 01692-23 to 01705-23, all Series of 2023, were approved by the Body declaring the Annual Budgets for CY 2023 and Supplemental Budgets No. 1 and 2 for CY 2023 of several barangays in the City.

Finally, Resolution No. 01707-23, Series of 2023, was approved under Suspended Rules, adopting the Culture Sensitivity, Information, Education and Communication (IEC) Developmental Translation Materials to the Indigenous Peoples Leaders of Davao City.

HIGHLIGHTS OF THE SEPTEMBER 26, 2023 REGULAR SESSION

            Ordinance No. 0298-23, Series of 2023, entitled “An Ordinance Amending Ordinance No. 081-22, Series of 2022, or “An Ordinance Adopting the Davao City Comprehensive Land Use Plan (CLUP) 2019-2028, Amending Ordinance No. 0546-13, Series Of 2013, specifically Article V, Zone Regulations, Section 12.6.16-Urban Ecological Enhancement Sub-Zone (UEESZ)” and Ordinance No. 0303-23, Series of 2023, entitled “An Ordinance Institutionalizing the Less Paper Session System through the upgrading of the Legislative Information Support System (LISSP) of the Sangguniang Panlungsod”, was passed and approved by the 20th City Council on its 36th Regular Session held on September 26, 2023.

            Further, the Body likewise approved the following legislations under Suspended Rules, to wit:

            During the 35th Regular Session held on September 19, 2023, the 20th City Council passed and approved on Third and Final Reading, Ordinance No. 0293-23, Series of 2023, entitled “An Ordinance granting full exemption from the payment of amusement tax to Teodora Alonso Chapter No. 4, Order of the Eastern Star, on the proceeds of the Block Screening of “The Marvels” to be held on November 8, 2023, 7:00 P.M. at Cinema 6, SM Lanang Premier, Davao City”.

            The Body likewise approved on Second Reading, Resolution No. 01557-23, Series of 2023, and its corresponding Ordinance, entitled “An Ordinance Amending Ordinance No. 081-22, Series of 2022, or “An Ordinance Adopting the Davao City Comprehensive Land Use Plan (CLUP) 2019-2028, Amending Ordinance No. 0546-13, Series Of 2013, specifically Article V, Zone Regulations, Section 12.6.16-Urban Ecological Enhancement Sub-Zone (UEESZ)”; and Resolution No. 01577-23, Series of 2023, and its corresponding Ordinance, entitled “Enacting an Ordinance Institutionalizing the Less Paper Session System through the upgrading of the Legislative Information Support System (LISSP) of the Sangguniang Panlungsod”, respectively.

HIGHLIGHTS OF THE SEPTEMBER 5, 2023 REGULAR SESSION

On its 33rd Regular Session held on September 5, 2023, the 20th City Council passed and approved on Third and Final Reading, the following Ordinances, to wit:

            Under Second Reading, Resolution No. 01498-23 with its corresponding Ordinance, both Series of 2023, entitled “Enacting an Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between Katipunan Laidan Marahan Water System Association (KALMAWASA INC.) and the City Government of Davao relative to the maintenance of the water system project of Davao City Water District at Marilog District, this City”, was approved. The Body likewise approved Resolution No. 01502-23, Series of 2023, and its Ordinance on Second Reading, entitled “Enacting an Ordinance upgrading the Housing and Homesite Development Division of the City Planning and Development Office into a Department of the City Government, to be known as the Davao City Housing Office (DCHO)”.

            The following legislations were approved under Suspended Rules, viz:

HIGHLIGHTS OF THE AUGUST 29, 2023 REGULAR SESSION

            During the 32nd Regular Session convened on August 29, 2023, the 20th City Council deliberated upon and subsequently passed on Second Reading, Resolution No. 01479-23, Series of 2023, granting legislative authority to the City Mayor to sign, on behalf of the City of Davao, the Deed of Usufruct (DOU) to be executed between the City of Davao and Davao City Water District (DSWD), pertaining to the water service connection applications of Davao City Coastal Road and Bago Aplaya Esplanade.

            Similarly, Resolution No. 01480-23, Series of 2023 was also approved on Second Reading, granting legislative authority to the City Mayor to sign, the Deed of Usufruct (DOU) to be executed by the City of Davao to Philippine Eagle Foundation, for the establishment of Philippine Eagle Breeding Sanctuary which aims to safeguard the Philippine Eagle breeding mates from the menace of Avian Flu, situated at Eden Reservation property, Barangay Eden, Toril District, this City.

            Moreover, the Body approved on Second Reading, Resolution No. 01481-23, Series of 2023, Approving/Adopting the Second Addendum to the Local Development Investment Program (LDIP) 2023-2025 as endorsed by the City Development Council (CDC) through Resolution No. 08, Series of 2023, as well as Resolution No. 01482-23, Series of 2023, Approving/Adopting the 2023 Annual Investment Program (AIP), as endorsed by the City Development Council (CDC) through Resolution No. 07, Series of 2023.

            Resolution No. 01483-23, and its corresponding Ordinance, both Series of 2023, were approved, adopting Supplemental Budget No. 1, CY 2023 of the City Government of Davao was approved consisting of the General Fund Proper, the Development Fund, and Economic Enterprises.
