HIGHLIGHTS OF THE FEBRUARY 25, 2024 REGULAR SESSION

During the 8th Regular Session held on February 25, 2025, the 20th City Council approved Ordinance No. 0764-25, Series of 2025, entitled “An Ordinance granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Deed of Donation to be entered into by and between Sheridan Marketing Incorporated and the City of Davao, relative to the donation of Twenty (20) Cases of Focus Spiral 18W Light Bulbs in favor of the City.

 

The Body likewise approved on Second Reading, Resolution No. 04138-25, Series of 2025, relative to the proposed Ordinance, entitled “An Ordinance Prescribing Design Standards for Davao City Highways, Roads and Streetscape”.

HIGHLIGHTS OF THE FEBRUARY 18, 2025 REGULAR SESSION

The 20th City Council passed and approved the following measures on Third and Final Reading during its 7th Regular Session held on February 18, 2025, viz:

In view of the request of Councilor Diosdado Angelo Junior R. Mahipus in the previous session to invite DSWD XI, Ms. Anne Y. Jickain, Social Welfare Officer IV, OIC, Division Chief oof the Innovations Division, Department of Social Welfare and Development Field Office XI (DSWD XI), updated the Body on the activities conducted by DSWD.

 

Lastly, under Suspended Rules, the Body adopted Resolution No. 04122-25 and its corresponding Ordinance No. 0762-25, both Series of 2025, authorizing the City Mayor to enter into and sign for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) among Aboitiz Foundation, Inc., Davao Light and Power Co., Inc., and the City of Davao relative to the Traffic Road and Safety Project, with project cost amounting to Php 950,000.00, for the implementation of the New Speed Limits and Information to Motorists, Cyclists, and Pedestrians in Davao City; and Resolution No. 04123-25, and its  corresponding Ordinance No. 0763-25, both Series of 2025, authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement to be executed by and among Aboitiz Foundation, Inc., Davao Light and Power Company Inc., and the City of Davao relative to the Project “Barangay Electricians Skills Training (BEST)” with project cost amounting to One Million Pesos (PhP 1,000,000.00).

HIGHLIGHTS OF THE FEBRUARY 11, 2025 REGULAR SESSION

With Councilor Edgar P. Ibuyan Jr., as the Temporary Presiding Officer of the 6th Regular Session held on February 11, 2025, the 20th City Council passed and approved on Third and Final Reading, Ordinance No. 0755-25, Series of 2025, entitled “An Ordinance Granting Tax Amnesty on Real Property Taxes and Special Levies on Real Property in View of the Enactment of Republic Act No. 12001”.

Resolution No. 04102-25, Series of 2025, and its corresponding Ordinance was approved on Second Reading, entitled “Enacting an Ordinance amending Ordinance No. 0334-12, Series of 2012, otherwise known as the Comprehensive Traffic Code of Davao City”.

The Body likewise approved Resolution No. 04103-25, Series of 2025, and its corresponding Ordinance on Second Reading, Requesting the Land Transportation Franchising and Regulatory Board-National Office (LTFRB-NO), thru LTFRB Regional Office XI, to include Davao City in the implementation of the Motorcycle Taxi Pilot Study Program and be given a Pilot Testing Provisional Operation Permit”.

With Councilor Jonard C. Dayap taking over the duties of the Chair, the following legislation were approved on Second Reading, to wit:

 

Further, the Body approved under Suspended Rules, Resolution No. 04101-25 and Ordinance No. 0756-25, both Series of 2025, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Service Contract Agreement by and among the City of Davao, Land Transportation Franchising Regulatory Board (LTFRB), NFINITE IT Solutions Services Inc., Unitrack Enterprises, and various public utility vehicle operators, for the implementation of the Public Utility Service Contracting (PUVSC) Program Phase 5”.

           

Under Privileged Motion, Resolution No. 04120-25, Series of 2025, was approved “Calling for the implementation of stricter measures to prevent student violence, and enhance the safety and security of High School Students in Davao City, authored by Councilor Pilar C. Braga; and Resolution No. 04121-25, Series of 2025, “Urging Internet Service Providers to provide parents and guardians with the tools they need to monitor their children’s activities online such as blocking inappropriate content, and filtering softwares and websites”, sponsored by Councilor Bonz Andre A. Militar.

 

HIGHLIGHTS OF THE FEBRUARY 4, 2025 REGULAR SESSION

On its 5th Regular Session held on February 4, 2025, the 20th City Council passed and approved Resolution No. 04097-25, Series of 2025, and its corresponding Ordinance on Second Reading, entitled “Enacting an Ordinance Granting Tax Amnesty on Real Property Taxes and Special Levies on Real Property In View of the Enactment of Republic Act No. 12001”.

Further, the Body likewise approved under Suspended Rules Resolution No. 04098-25, Series of 2025, Commending and Congratulating LPU Mindanao and Holy Child College of Davao for their Exemptional Performance in Kadalag-an 2025 and Resolution No. 04099-25, Series of 2025, Granting the request of Rotary Club of Davao 2000, represented by its President, Marilou N. Infante, to declare February 17-23, 2025 as Rotary Week in Davao City.

Lastly, Resolution No. 04100-25, Series of 2025, was passed by the Body, sponsored by Councilor Pilar C. Braga, congratulating the Davao City National High School for their Special Program in the Arts.

 

 

HIGHLIGHTS OF THE JANUARY 28, 2025 REGULAR SESSION

The following legislation were duly approved on Third and Final Reading during the 4th Regular Session of the 20th City Council, to wit:

Further, the Body approved under Suspended Rules the following measures, viz:

          Resolution No. 04096-25, Series of 2025, was likewise approved through a Privilege Motion presented by Councilor Bonz Andre A. Militar, entitled “Urging the Telecommunication Companies to Diligently Oversee and Maintain their Cable Infrastructure, Promptly Address and Rectify Any Safety Hazards or Potential Risks and Endorsing the Matter to the Committee on Information and Technology to Conduct an Inquiry Into the Incident, in Aid of Legislation”.

 

To address some of the Body’s queries regarding the High Priority Bus System (HPBS), ongoing flyover construction, and the traffic issues in the City of Davao, representatives from the Department of Transportation (DOTr), Department of Public Works and Highways (DPWH), Land Transportation Franchising and Regulatory Board (LTFRB), and the City Transport and Traffic Management Office (CTTMO) were invited to shed light on the matter.

HIGHLIGHTS OF THE JANUARY 21, 2024 REGULAR SESSION

During the 3rd Regular Session held on January 21, 2025, the 20th City Council passed and approved the following on Second Reading, to wit:

            In view of the privilege speech of Councilor Conrado C. Baluran, the City Transport and Traffic Management Office (CTTMO), the Land Transportation Franchising and Regulatory Board (LTFRB XI), the Department of Public Works and Highways XI (DPWH XI) and the Department of Transportation XI (DOTr XI) were invited to the next regular session to apprise the Body on the traffic situation in the City as well as provide update on the unfinished roadworks in Maa and Ulas, this City, and the status of the High Priority Bus System (HPBS) Project of the City.
