HIGHLIGHTS OF THE SEPTEMBER 5, 2023 REGULAR SESSION

On its 33rd Regular Session held on September 5, 2023, the 20th City Council passed and approved on Third and Final Reading, the following Ordinances, to wit:

            Under Second Reading, Resolution No. 01498-23 with its corresponding Ordinance, both Series of 2023, entitled “Enacting an Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between Katipunan Laidan Marahan Water System Association (KALMAWASA INC.) and the City Government of Davao relative to the maintenance of the water system project of Davao City Water District at Marilog District, this City”, was approved. The Body likewise approved Resolution No. 01502-23, Series of 2023, and its Ordinance on Second Reading, entitled “Enacting an Ordinance upgrading the Housing and Homesite Development Division of the City Planning and Development Office into a Department of the City Government, to be known as the Davao City Housing Office (DCHO)”.

            The following legislations were approved under Suspended Rules, viz:

HIGHLIGHTS OF THE AUGUST 29, 2023 REGULAR SESSION

            During the 32nd Regular Session convened on August 29, 2023, the 20th City Council deliberated upon and subsequently passed on Second Reading, Resolution No. 01479-23, Series of 2023, granting legislative authority to the City Mayor to sign, on behalf of the City of Davao, the Deed of Usufruct (DOU) to be executed between the City of Davao and Davao City Water District (DSWD), pertaining to the water service connection applications of Davao City Coastal Road and Bago Aplaya Esplanade.

            Similarly, Resolution No. 01480-23, Series of 2023 was also approved on Second Reading, granting legislative authority to the City Mayor to sign, the Deed of Usufruct (DOU) to be executed by the City of Davao to Philippine Eagle Foundation, for the establishment of Philippine Eagle Breeding Sanctuary which aims to safeguard the Philippine Eagle breeding mates from the menace of Avian Flu, situated at Eden Reservation property, Barangay Eden, Toril District, this City.

            Moreover, the Body approved on Second Reading, Resolution No. 01481-23, Series of 2023, Approving/Adopting the Second Addendum to the Local Development Investment Program (LDIP) 2023-2025 as endorsed by the City Development Council (CDC) through Resolution No. 08, Series of 2023, as well as Resolution No. 01482-23, Series of 2023, Approving/Adopting the 2023 Annual Investment Program (AIP), as endorsed by the City Development Council (CDC) through Resolution No. 07, Series of 2023.

            Resolution No. 01483-23, and its corresponding Ordinance, both Series of 2023, were approved, adopting Supplemental Budget No. 1, CY 2023 of the City Government of Davao was approved consisting of the General Fund Proper, the Development Fund, and Economic Enterprises.

            The following legislations were approved under Suspended Rules, to wit:

HIGHLIGHTS OF THE AUGUST 15, 2023 REGULAR SESSION

            The following Ordinances were passed and approved on Third and Final Reading by the 20th City Council during its 31st Regular Session held on August 15, 2023:

            Further, the Body approved on Second Reading, Resolution No. 01468-23, Series of 2023, Favorably Endorsing to the City Council the Application for Reclassification of SME Posterity Holdings Corporation, from Low-Density Residential Sub-Zone (R-1) and Water Resource Zone to Major Commercial Zone (C-2), located at Libby Road, Barangay Bago Gallera, Talomo District, Davao City.

            Finally, the following legislations were duly approved under Suspended Rules,viz:

HIGHLIGHTS OF THE AUGUST 8, 2023 REGULAR SESSION

            With the junior legislators and junior Department Heads of the City in attendance in view of the celebration of the Linggo ng Kabataan, the 30th Regular Session held on August 8, 2023, passed and approved on Third and Final Reading, Ordinance Nos. 0271-23 and 0272-23, both Series of 2023, relative to the Loan Agreements by and between City of Davao and El Grande Multipurpose Cooperative and Biao Agrarian Reform Beneficiaries Cooperative (BARBCO), respectively.

            Moreover, the Body likewise approved on Second Reading, Resolution Nos. 01433-23 and 01434-23, relative to the Memoranda of Agreement (MOAs) to be entered into by and between the City of Davao and Davao Medical School Foundation Incorporated for the three (3) projects of the Research and Development Center for Maternal and Child Health (ReDMatTCH); and the City of Davao, the City Social Welfare and Development Office (CSWDO), and the Local Council for the Protection of Children (LCPC) through the Special Office for Children’s Concerns (SOCC), for the implementation of the project, “END ONLINE SEXUAL ABUSE OR EXPLOITATION OF CHILDREN (OSAEC), respectively.

            Resolution No. 01440-23, Series of 2023, was approved under Suspended Rules, Commending and Congratulating the Davao Eagles Athletes, Coaches, and Teachers, for Securing the Sixth place overall in the Palarong Pambansa 2023.

Councilor Pilar C. Braga made a public announcement during the council meeting regarding the inauguration of the City College of Davao.

            Councilor Jaffar U. Marohomsalic addressed the council to officially announce the forthcoming commemoration of the Linggo ng Kabataan 2023. Additionally, he introduced the Junior Officials who will actively participate in various departments of the city council for a week. This initiative is a collaborative endeavor between the Davao City Youth Development Office and the Sangguniang Kabataan Pederasyon.

            Lastly, Councilor Ryan S. Alejandre presented the 11 candidates coming from the eleven (11) tribes of the City of Davao for the Hiyas ng Kadayawan 2023. This annual celebration aims to pay homage to the rich cultural heritage and traditions that have laid the foundation of the City.

HIGHLIGHTS OF THE JULY 25, 2023 REGULAR SESSION

With Vice Mayor J. Melchor B. Quitain Jr. as the Presiding Officer during the 28th Regular Session held on July 25, 2023, the 20th City Council passed and approved on Third and Final Reading, Ordinance No. 0265-23, Series of 2023, entitled “An Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and Holy Child College of Davao, relative to the Work Immersion Partnership with the City Social Welfare And Development Office (CSWDO) by giving opportunity to the Senior High School Students to a kind of work experience related to their chosen academic track” and Ordinance No. 0266-23, Series of 2023, entitled “An Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and the University of Mindanao to facilitate and work together in the implementation of Social Work Field Instruction at the City Social Welfare and Development Office (CSWDO) by providing favorable field work experience to Social Work Students”, through the sponsorship of Councilor Pilar C. Braga.

            Further, the Body likewise approved under Suspended Rules, Resolution No. 01402-23, Series of 2023, Commending and Congratulating the University of Mindanao Chorale for being the Grand Champion in the Mixed Choir Category of the Andrea O. Veneracion International Choral Festival Manila 2023, thereby bringing honor to the Philippines, in general, and to Davao City and Mindanao, in particular.

            Finally, Resolution No. 01405-23, Series of 2023, was likewise approved Commending and Recognizing the award given to the City of Davao for being a Certified Local Learning Hub for Gender and Development from 2023 to 2026.

HIGHLIGHTS OF THE JULY 18, 2023 REGULAR SESSION

During the 27th Regular Session held on July 18, 2023, the 20th City Council passed and approved the following Ordinances on Third and Final Reading, to wit:

            The Body approved on Second Reading Resolution No. 01397-23, Series of 2023, and its corresponding Ordinance, creating the speed limit and road classifications in the City of Davao.

            During the Privilege Hour, Councilor Conrado C. Baluran took the floor and raised his concern on the complaints about the irregularities of GSIS loans due to irreconcilable and un-updated records of the latter and the City Accountant’s Office as well as the alleged arrogance and misconduct of some GSIS employees in dealing with GSIS members. Relative thereto, the said matter was docketed as Item No. 1062 and was jointly referred to the Committees on Social Services and Civil, Political and Human Rights.

            Likewise, Councilor Diosdado Angelo Junior R. Mahipus adverted to the complaints with regard to the cleanliness of the Davao International Airport, especially its parking areas. As such, said subject matter was docketed as Item No. 1063, to include adequate tourism related infrastructure and tourism promoting policies in order to accommodate the influx of visitors during the Kadayawan Festival, and was referred to the Committee on Tourism and Beautification.

HIGHLIGHTS OF THE JULY 11, 2023 REGULAR SESSION

            Ordinance No. 0258-23, Series of 2023, entitled “An Ordinance Operationalizing Republic Act No. 10173 or the Data Privacy Act of 2012 in the City Government of Davao (also known as Data Privacy Ordinance of the City of Davao) and Providing Guidelines and Funds Therefor, was approved by the 20th City Council on Third and Final Reading during the 26th Regular Session held on July 11, 2023.

            Upon sponsorship of Councilor Augusto Javier G. Campos III, Resolution No. 01378-23, Series of 2023 was approved on Second Reading, relative to the additional revisions to the approved Memorandum of Agreement (MOA) by and among the City of Davao, the Department of Education, the Homeless People’s Federation Philippines, Inc., and the Project Partner Teachers, for the construction of fifteen (15) Interlocking Compressed Earth Blocks (ICEB) housing units on lots awarded through sale, with prohibition of transfer and for other purposes, as per LHB Resolution No. 10, Series of 2018.

            Finally, the following legislations were approved under Suspended Rules, to wit:

HIGHLIGHTS OF THE JULY 4, 2023 REGULAR SESSION

            The following Ordinances were approved on Third and Final Reading by the 20th City Council during its 25th Regular Session held on July 4, 2023, viz:

  • Ordinance No. 0246-23, Series of 2023 – An Ordinance Establishing the Pre-emptive and Forced Evacuation System in case of Disasters and Other Emergency Situations and Providing Penalties Therefor
  • Ordinance No. 0247-23, Series of 2023 – An OrdinanceGranting Legislative Authority to the City Mayor to Sign, for and in Behalf of the City of Davao, the Memorandum of Understanding (MOU) to be entered into by and between Police Regional Office 11 and the City of Davao Relative to PRO 11 RT-PCR Molecular Laboratory
  • Ordinance No. 0248-23, Series of 2023 – An Ordinance Granting Legislative Authority to the City Mayor to Sign, for and in Behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and the Department of Health-Davao Center for Health Development Relative to the Implementation of Health Promotion Playbook

            Resolution No. 01339-23, Series of 2023, and its corresponding Ordinance were approved on Second Reading, Enacting an Ordinance Operationalizing Republic Act No. 10173 or the Data Privacy Act of 2012 in Local Government Units.

            Under Suspended Rules, Resolution No. 01357-23, urging the appropriate Local Government Agencies of Davao City to conduct inspections and audits of existing and under-construction buildings and ensure the enforcement of the National Building Code of the Philippines and Resolution No. 01358-23, both Series of 2023, asking the Department of Public Works and Highways Regional Office XI and the Department of Public Works and Highways XI-District Engineering Offices to comply with the provisions of Section 105.2 or the Earthquake Recording Instrumentation (ERI) of the National Structural Code of the Philippines and Section 102 of the National Building Code of the Philippines, otherwise known as PD 1096, were also approved.

            Adverting to the need to fully assess the health of the rivers in the City in order to determine the danger that it may pose to nearby communities and to look into the need for desiltation and dredging activities in some parts of the City’s rivers, Councilor Diosdado Angelo Junior R. Mahipus moved that his privilege speech be considered read and passed under First Reading, which was docketed as Item No. 1038.

HIGHLIGHTS OF THE JUNE 27, 2023 REGULAR SESSION

            During the 24th Regular Session, the 20th City Council passed and approved on  Third and Final Reading, Ordinance No. 0239-23, Series of 2023, entitled “An Ordinance Amending Ordinance No. 0102-22, Series of 2022, entitled “An Ordinance Institutionalizing a Reward System for Athletes and Coaches who Bring Prestige and Honor to the City of Davao in their Outstanding Performance in Regional, National and International Youth and Sports Competitions and Tournaments, Appropriating Funds in  Relation Thereto and for Other Purposes”.

            Resolution No. 01282-23, Series of 2023, and its corresponding Ordinance, Establishing the Pre-emptive and Forced Evacuation System in case of Disasters and Other Emergency Situations and Providing Penalties Therefor, was approved on Second Reading.

            Upon sponsorship of Councilor Jonard C. Dayap, the accreditation with the City Government of Davao of nineteen (19) associations were approved on Second Reading, namely:

            Resolution No. 01303-23, Series of 2023and its corresponding Ordinance, granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding (MOU) to be entered into by and between the City of Davao and Police Regional Office 11 (PRO 11) relative to the PRO 11 RT-PCR Molecular Laboratory and Resolution No. 01304-23, Series of 2023and its corresponding Ordinance, granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) by and between the City of Davao and the Department of Health-Davao Center for Health Development relative to the implementation of Health Promotion Playbook were also approved on Second Reading.

            Resolution No. 01325-23 and Ordinance No. 0245-23, both Series of 2023, were approved under Suspended Rules, authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Deed of Donation (DOD) to be executed by the Rotary Club of Downtown Davao (RCDD) in favor of the City of Davao involving four (4) units of Samsung Galaxy Tab A7 to be donated to the Davao City Library and Information Center.

            Finally, Resolution No. 01326-23, Series of 2023, was approved under Suspended Rules, expressing warm congratulations to the Fraternal Order of Eagles (Philippine Eagles) on its 44th Founding Anniversary.
