HIGHLIGHTS OF THE JUNE 20, 2023 REGULAR SESSION

            The 20th City Council held its 23rd Regular Session on June 20, 2023 where Ordinance No. 0238-23, Series of 2023, entitled “An Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum Of Agreement (MOA) to be entered into by and between the City of Davao and the Department Of Public Works And Highways (DPWH) relative to the installation of Roadway Lighting at Davao-Cotabato Road (Davao City-Jct. Digos Section), was approved on Third and Final Reading.

            The Body adopted on Second Reading, Resolution Nos. 01245 to 01265, all Series of 2023, re: accreditation with the City Government of Davao of twenty-one (21) associations, namely:

            Approved on Second Reading were Resolution No. 01272-23, Series of 2023 and its corresponding Ordinance, amending Ordinance No. 0102-22, Series of 2022, entitled “An Ordinance Institutionalizing a Reward System for Athletes and Sports Officials in bringing prestige and honor to the City of Davao in their outstanding performance in National and International Youth and Sports Competitions and Tournaments, appropriating funds in relation thereto and for other purposes”.

            Internet Personality and Content Creator Mr. Chito Samontina, a Bisaya Host, spoke before the City Council to share about his recognition at the 2023 Asia Pacific Luminare Awards, where he was named Asia’s Best Bisaya Talk Show Host. The Council then passed Resolution No. 01280-23, Series of 2023, supporting the Mindanao Creators Conference.

HIGHLIGHTS OF THE JUNE 13, 2023 REGULAR SESSION

With Acting Vice Mayor Alberto T. Ungab presiding over the 22nd Regular Session of the 20th City Council held on June 13, 2023, the following legislations were passed and approved, to wit:

In view of the Body’s invitation, Mr. Margo B. Babao, Officer-in-Charge of the Davao City Operations of Social Housing Finance Corporation (SHFC) and Mr. Lawrence Bañiso, Officer-in-Charge Vice President of SHFC, took turn in providing updates on the recent development and status of SHFC projects in Davao City, as well as the Pambansang Pabahay Project in Barangay Riverside, Calinan District, this City.

Mr. Edgardo A. Haspe, Officer-in-Charge of the City Agriculturist’s Office, spoke before the City Council to provide updates and report on the office’s preparations in assisting farmers for the upcoming El Niño Season.

            Also approved during the said session was the accreditation with the City Government of Davao of twenty (20) associations, espoused by Councilor Jonard C. Dayap.

            Finally, Resolution No. 01243-23, Series of 2023, was approved under Suspended Rules, endorsing the proposed project of the Davao City Tourism Operations Office (DCTOO) in preserving the Tribal Village as part of its application for the Department of Tourism’s Campaign to join its tourism Champions Challenge, sponsored by Councilor Al Ryan S. Alejandre.

HIGHLIGHTS OF THE JUNE 6, 2023 REGULAR SESSION

            On June 6, 2023, the 20th City Council passed and approved the following legislations, viz:

ON THIRD AND FINAL READING

Ordinance No. 0224-23, Series of 2023

  • An Ordinance granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between Property Interactive Marketing Enterprise Realty Corporation (PRIME PHILIPPINES) and the City of Davao, for assistance in marketing and promotion of Davao City as prime destination for real estate investments

Ordinance No. 0225-23, Series of 2023

  • An Ordinance approving the road closure of Matina Biao-Langub Road for a period of Sixteen (16) months from May 2023 to December 2024 for the construction of an Overpass Bridge (OV2) along the said area

         Meanwhile, Brig. Gen. Alden Delvo, Regional Director of Police Regional Office Region 11 and PCOL Alberto Lupaz, City Director of the Davao City Police Office, appeared before the City Council to provide an update on recent cases in Davao City as well as their strategic moves to address the city’s peace and order.

            The Police Regional Office 11, led by Regional Director Brig. Gen. Alden Delvo, the Davao City Police Office Chief PCol. Alberto Lupaz, and representatives from Apo Agua Infrastructura, Inc. paid a courtesy visit to Sangguniang Panlungsod, prior to the start of the said session.

HIGHLIGHTS OF THE MAY 23, 2023 REGULAR SESSION

            During its 20th Regular Session held on May 23, 2023, the 20th City Council adopted on Third and Final Reading Ordinance No. 0221-23, Series of 2023, entitled “An Ordinance granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, a Memorandum of Understanding (MOU) by and between the City of Davao and the Department of Social Welfare and Development-Reception and Study Center for Children (DSWD-RSCC), regarding the enrollment of children in the Early Childhood Care and Development (ECCD) Program of the City’s Day Care Center.

            The Body likewise approved Resolution No. 01195-23, Series of 2023, and its Ordinance on Second Reading for the grant of legislative authority to the City Mayor to enter into and sign, the Memorandum of Agreement (MOA) by and between the City of Davao and the Property Interactive Marketing Enterprise Reality Corporation (PRIME PHILIPPINES), relative to the assistance in Marketing and Promotion of Davao City as Prime Destination for Real Estate Investments.

            Further, Resolution No. 01198-23 and its corresponding Ordinance No. 0222-23, both Series of 2023, was approved under Suspended Rules, entitled “Enacting an Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao the Deed of Donation by and between the City Government of Davao and 3 Amigo International Development Corporation relative to the donation of one (1) Permanent Magnet frequency conversion large ceiling fan to the City.

            In view of the Body’s invitation, LtCol Alfredo D. Baloran, Chief Operations Officer, City Disaster Risk Reduction and Management Office (DRRMO), appeared before the City Council to provide updates on the plans of the City on how to mitigate the El Niño phenomenon. Their office is set to gather response clusters in the City to conduct pre-disaster assessment in preparation for the said phenomenon. Mr. Baloran stated that the clusters will be questioned about their response plans to ensure that the city’s food security is addressed even with the impending dry spell.

            The pre-disaster risk assessment also aims to prepare the city for the long dry spell, as there is a possibility that localized thunderstorms will not continue during the peak of the El Niño phenomenon, which is expected to begin in June 2023 and end by the first months of 2024.

HIGHLIGHTS OF THE MAY 16, 2023 REGULAR SESSION

            The following legislative measures were passed and approved on Third and Final Reading, during the 19th Regular Session held on May 16, 2023, to wit:

Moreover, the Body adopted on Second Reading Resolution No. 01188-23 and its corresponding Ordinance, both Series of 2023, granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, a Memorandum of Understanding (MOU) by and between the City of Davao and the Department of Social Welfare and Development – Reception and Study Center for Children (DSWD-RSCC), regarding the enrollment of children in the Early Childhood Care and Development (ECCD) Program of the City’s Day Care Center, sponsored by Councilor Trisha Ann J. Villafuerte.

            Finally, on Sponsorship of Councilor Myrna G. L’Dalodo-Ortiz, Resolution No. 01192-23, Series of 2023, was approved under Suspended Rules, requesting the Office of the City Treasurer to submit a Report before the City Council regarding the collection of taxes and fees from cockfighting activities in the City of Davao.  

HIGHLIGHTS OF THE MAY 9, 2023 REGULAR SESSION

            The 20th City Council held its 18th Regular Session on May 9, 2023 and enacted Ordinance No. 0214-23, Series of 2023, entitled, “An Ordinance Amending Section 6 of City Ordinance No. 0546-21, Series of 2021”, relative to the establishment of the Davao City Inventions and Innovations Center.

            The Body likewise approved Resolution Nos. 1156-23 and 1157-23 and their corresponding Ordinances on Second Reading, all Series of 2023, pertinent to the Deed of Usufruct to be executed by and between the City of Davao and the Bureau of Fire Protection, relative to the City-Owned properties located in Barangay Ma-a, Talomo District and Pag-asa St., S.I.R New Matina, Brgy. 76-A, Talomo District, this City, to be used as sites for Fire Station.

            Through the sponsorship of Councilor Edgar P. Ibuyan Jr., Resolution No. 01163-23 and its Ordinance on Second Reading, both Series of 2023, were approved, enacting an Ordinance granting legislative authority to the City Mayor to sign the Memorandum of Agreement (MOA) to be entered into by and between the Department of Public Works and Highways (DPWH) and the City Government of Davao for the installation of Streetlights under the construction/concreting of bypass road at JCT. Mamay-la Verna-Davao City Diversion Project.

            Resolution No. 01167-23 and its Ordinance No. 0215-23, both Series of 2023, were adopted under Suspended Rules, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the amendment to the Memorandum of Agreement to be entered into by and between the City Government of Davao and the Philippine Amusement and Gaming Corporation (PAGCOR) relative to the construction of the Davao City Public Hospital and Provision of its Hospital Equipment, subject to Government Budgeting, Accounting and Auditing Rules and Regulations of the Department of Budget and Management (DBM), the Commission on Audit (COA), the Procurement Law, as well as other applicable laws.

            Moreover, Resolution No. 01168-23 and Ordinance No. 0216-23, both Series of 2023, were also approved by the Body, approving the request of the Bureau of Fire Protection-Davao City Fire District for an authority to purchase Motor Vehicle to be charged under the 20% Local Government Fund Share from the Fire Code Revenue in the amount  of Six Million Six Hundred Eighty-Seven Thousand Pesos (P6,687,000.00), for the improvement of the Davao City Fire District Office and activation of Bajada Fire Station, subject to Government Budgeting, Accounting and Auditing Rules and Regulations of the Department of Budget and Management (DBM), the Commission on Audit (COA), the Procurement Law, as well as other applicable laws.

            Finally, Resolution No. 01169-23, Series of 2023, was also approved, Congratulating the Seven (7) Best Universities in Davao Region, based on the research of EduRank.org for best Universities in the Philippines 2023, as follows: Ateneo de Davao University (ADDU), University of Mindanao (UM) University of the Philippines Mindanao, University of the Southeastern Philippines (USEP), University of the Immaculate Conception (UIC), Davao Doctors College (DDC), and Holy Cross of Davao College (HCDC).

HIGHLIGHTS OF THE APRIL 25, 2023 REGULAR SESSION

During the 16th Regular Session held on April 25, 2023, the 20th City Council passed and approved the following Ordinances on Third and Final Reading, to wit:

            The Body likewise approved on Second Reading, Resolution Nos. 01088-23 to 01102-23, all Series of 2023, favorably endorsing the Accreditation with the City Government of Davao of fifteen (15) Associations in Davao City, namely: Taosug Fisherfolk Association, Parola Fisherfolk Association, Barangay Panacan Bantay Laot & Fisherfolk Association, Family Care and Community Development Initiatives Inc., Women’s Guild  Fisherfolk Association, Childhope Mindanao Inc., Royal Seaweeds Growers Association, Purok 14 Christian Fisherfolk Women’s  Association, Lapu-lapu Fisherfolks Association, Barangay Duterte IKP Fisherfolks Association, SAMA Tribe Fisherfolks Association, Muslim Village Fisherfolks Association, Bucana Lasang Small Fisherfolk Association, Buhisan Fisherfolk Association, Green Corals Fisherfolks Association, respectively.

HIGHLIGHTS OF THE JANUARY 17, 2023 REGULAR SESSION

The 2nd Regular Session of the 20th City Council was held on January 17, 2023. During the said session, the following legislative measures were approved, to wit:

On Third and Final Reading:

Ordinance No. 0140-23, Series of 2023 – “An Ordinance authorizing the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement relative to the Loan Facility to be entered into by and between the City of Davao and Agriculturists Multipurpose Cooperative”.

On Second Reading:

Resolution No. 0825-23, and its Ordinance on Second Reading –Enacting an Ordinance Granting Persons with Disability, with duly issued Identification Cards by the City Government of Davao, Free Movie Privilege to all Cinemas in the City of Davao; and

Resolution No. 0826-23, and its Ordinance on Second Reading – Enacting an Ordinance Establishing a Community-based Program for Healthy and Productive Ageing of Senior Citizens and Providing Free Package of Essential Health, Wellness and Other Equitable Services to Promote the Quality of Life of the Older Adults, and Providing Funds Thereof, as Amended.

On Suspended Rules:

Resolution Nos. 0827-23 to 0835-23 and its corresponding Ordinance Nos. 0141-23 to  0149-23 – Enacting an Ordinance authorizing the City Mayor to Utilize a Portion of the Thirty Percent (30%) Quick Response Fund (QRF) out of the Five Percent (5%) Disaster Risk Reduction and Management Fund (Calamity Fund) of the City Government of Davao for Calendar Year 2020, in the total amount of Four Million Pesos (Php 4,000,000.00) as Financial Assistance to Nine (9) Local Government Units (LGUs), viz: Province of Misamis Occidental; City of Ozamis, Misamis Occidental; City of Gingoog, Misamis Oriental; City of Dapitan, Zamboanga Del Norte; Municipality of Talisayan, Misamis Oriental; Municipality of Claver, Surigao Del Norte; Municipality of Polanco, Zamboanga del Norte; Municipality of Brooke’s Point, Palawan; and Municipality of San Miguel, Surigao Del Sur,  which were declared under a State of Calamity due to various disaster occurrences, subject to existing Government Budgeting, Accounting, and Auditing Rules and Regulation; and

Resolution Nos. 0836-23 to 0838-23 and its corresponding Ordinance Nos. 0150-23 to  0152-23 – Enacting an Ordinance authorizing the City Mayor to Utilize a Portion of the Thirty Percent (30%) Quick Response Fund (QRF) out of the Five Percent (5%) Disaster Risk Reduction and Management Fund (Calamity Fund) of the City Government of Davao for Calendar Year 2023, in the total amount of Nine Hundred Thousand Pesos (Php 900,000.00) as Financial Assistance to Three (3) Local Government Units (LGUs), viz: Municipality of Gigaquit, Surigao del Norte; Municipality of Basey, Samar; and Municipality of Gandara, Samar, which were declared under a State of Calamity due to heavy flashfloods and landslides, subject to existing Government Budgeting, Accounting, and Auditing Rules and Regulations

Resolution No. 0864-23 – Congratulating JCI Davao on its 75th Anniversary.

Resolution No. 0865-23 – Supporting the celebration of the National Bible Month in January 2023 and every January of every year in the City of Davao

Resolution No. 0866-23 and its Ordinance No. 0153-23 – Granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Terms of Partnership (TOP) to be entered into by and between the Department of Health-Center for Health Development Davao and the City Government of Davao relative to the City-wide implementation of the Annual Operation Plan 2023.

Resolution No. 0867-23 and its Ordinance No. 0154-23 – Granting legislative authority to the City Mayor to enter into and sign for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) by and between the City of Davao and partners, relative to the turn-over and refurbishment of Balay Pasilungan “Baley Helunganan” at Barangay Datu Salumay, Marilog District, Davao City.
