HIGHLIGHTS OF THE NOVEMBER 26, 2024 REGULAR SESSION
The 20th City Council held its 44th Regular Session on November 26, 2024 and approved on Third and Final Reading, Ordinance No. 0699-24, Series of 2024, entitled “An Ordinance amending Ordinance No. 0419-20, Series of 2020, entitled “An Ordinance Regulating Unmanned Aerial Vehicles (UAVs), Remotely Piloted Aerial Units (RPAUs) or Any Remotely Piloted Aerial System (RPAs) in the City of Davao” also known as the “Drone Regulation Ordinance of Davao City”, to include provisions about the Penalties, No Contest Provision, and Citation Tickets”.
The following measures were adopted on Second Reading, to wit:
HIGHLIGHTS OF THE NOVEMBER 19, 2024 REGULAR SESSION
Ordinance No. 0698-24, Series of 2024, was approved by the 20th City Council on Third and Final Reading during its 43rd Regular Session held on November 19, 2024, entitled “An Ordinance granting legislative authority to Supplemental Budget No. 2 of the City Government of Davao for Calendar Year 2024, comprising the Budget under the General Fund Proper, the Development Fund, and the Economic Enterprises in the total amount of Six Hundred Thirty-Eight Million, Nine Hundred Six Thousand, Six Hundred Ninety-Two Pesos and 47/100 (Php 638,906,692.47)”.
The Body likewise approved Resolution No. 03566-24, Series of 2024, and its corresponding Ordinance on Second Reading, entitled “Enacting an Ordinance amending Ordinance No. 0419-20, Series of 2020, entitled “An Ordinance regulating Unmanned Aerial Vehicles (UAVs), Remotely Piloted Aerial Units (RPAUs), or any Remotely Piloted Aerial System (RPAS), in the City of Davao” also known as the Drone Regulating Ordinance of Davao City, to include provisions about the penalties, no contest provision, and citation tickets”.
Finally, Resolution No. 03575-24, Series of 2024, Commending and Congratulating the Church of Jesus Christ of Latter-Day Saints for bringing the “Light the World Giving Machines” to Davao City and promoting a culture of generosity and compassion; and Resolution No. 03576-24, Series of 2024, Commending the City Registrar’s Office of Davao City for its exemplary initiative in intensifying Civil Registration Services through the implementation of the Indigenous Peoples Civil Registration System and the availability of Civil Registration Services in Barangays and Schools.
HIGHLIGHTS OF THE NOVEMBER 12, 2024 REGULAR SESSION
During the 42nd Regular Session held on November 12, 2024, the 20th City Council approved the following measures on Second Reading, to wit:
Further, the Body approved under Suspended Rules, Resolution Nos. 03485-34 to 03520-24, with corresponding Ordinance Nos. 0661-24 to 0696-24, all Series of 2024, granting legislative authority to the City Mayor to utilize a portion of the Thirty Percent (30%) Quick Response Fund (QRF) out of the Five Percent (5%) Disaster Risk Reduction and Management Fund (Calamity Fund) of the City Government of Davao for Calendar Year 2024 in the amount of Seventeen Million Seven Hundred Thousand Pesos (PhP17,700,000.00), as financial assistance to thirty-six Local Government Units declared under a State of Calamity due to Typhoon Kristine, viz:
HIGHLIGHTS OF THE NOVEMBER 5, 2024 REGULAR SESSION
As Vice Mayor J. Melchor B. Quitain Jr was the Acting City Mayor, Acting Vice Mayor Alberto T. Ungab presided over the 41st Regular Session of the 20th City Council held on November 5, 2024. During the said session, the legislative Body passed and approved the following Ordinances on Third and Final Reading, viz:
HIGHLIGHTS OF THE OCTOBER 29, 2024 REGULAR SESSION
On Third Reading, the 20th City Council approved during its 40th Regular Session held on October 29, 2024, Ordinance No. 0653-24, Series of 2024, entitled “An Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and Southern Philippines Medical Center (SPMC) relative to the Marilog District Bagong Urgent Care and Ambulatory Service (BUCAS) Center.
Further, the Body approved Resolution No. 03385-24, Series of 2024, and its corresponding Ordinance on Second Reading, for the passage of a measure Enacting an Ordinance amending Section 2 of Ordinance No. 0706-19, Series of 2019, otherwise known as “An Ordinance Prescribing the Rates and Charges to be Imposed at the Davao Food Terminal Complex”, including therein the Cold and Dry Storage Fees.
Lastly, under Privilege motion, Resolution Nos. 03418-24 to 03427-24, all Series of 2024, was adopted by the Body, Commending and Congratulating CROCS Football Club Davao for being the Cup Champion in three divisions: Under-8, Under-10, and Under-12, in the Laliga Youth Tournament Philippines 2024, held on October 18-20, 2024 at the New Clark City Athletics Stadium in Capas, Tarlac, thereby bringing honor to the City of Davao, particularly:
HIGHLIGHTS OF THE OCTOBER 22, 2024 REGULAR SESSION
During the 39th Regular Session held on October 22, 2024, the 20th City Council passed and approved on Second Reading, Resolution No. 03376-24, Series of 2024, granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and Southern Philippines Medical Center (SPMC) relative to the Marilog District Bagong Urgent Care and Ambulatory Service (BUCAS) Center; and Resolution No. 03377-24, Series of 2024, endorsing the accreditation of Integrated Learning Site On Agriculture-Cultural Holistic Herbal Healing Center (ILSA-CHHHC) Inc., Under the Name of Tribal King, located at Purok 5, Immaculate Conception, Barangay Lubogan, Toril District, Davao City.
During the suspension of the Rules, the following Annual and Supplemental Budgets of the hereunder listed Barangays were approved, through Resolution Nos. 03357-24 to 03370-24, all Series of 2024, to wit:
Resolution No. 03375-24, Series of 2024, entitled “Urging the Davao City Overland Transport Terminal (DCOTT), the City Transport and Traffic Management Office (CTTMO) and the Business Bureau to grant a moratorium for a period of at least six (6) months to all existing van terminals established and operating in Davao City who are yet to comply with all the necessary permit to operate, for humanitarian reasons considering that there is a substantial increase in the influx of passengers going in and out of Davao City”, was approved as sponsored by Councilor Conrado C. Baluran.
HIGHLIGHTS OF THE OCTOBER 15, 2024 REGULAR SESSION
During the 38th Regular Session held on October 15, 2024, the 20th City Council approved under Suspended Rules, Resolution No. 03278-24 and its corresponding Ordinance No. 0649-24, both Series of 2024, entitled “Enacting an Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding (MOU) by and between the City of Davao and the Philippine Business for Education (BPEd) relative to the Youthworks PH”.
Further, the Body likewise approved under Suspended Rules Resolution Nos. 03309-24 to 03334-24, all Series of 2024, Recognizing and Commending the Awardees of the Davao City Division Pasidungog 2024 for their exemplary contributions to education and their role in promoting a culture of excellence and innovation in Davao City, viz:
With regards to the Expanded Solo Parent Act or Republic Act No. 11861, wherein amendments were co-authored and co-sponsored by Senator Christopher Lawrence “Bong” T. Go, she shared that one of the key amendments to the said act is the entitlement of solo parents and their children for inclusion in the coverage under the National Health Insurance Program (NHIP) being administered by Philhealth with premium contribution paid by the national government. Lastly, Councilor Baguilod expressed support to the passage of Senate Bill No. 2828, entitled “An Act Providing Providing for the Magna Carta of Barangay Health Workers (BHWs)”, which seeks to provide just compensation and benefits for BHWs, in recognition of their role in delivering basic health services in the barangay level.
HIGHLIGHTS OF THE OCTOBER 1, 2024 REGULAR SESSION
The following legislation were passed and approved by the 20th City Council during the 37th Regular Session held on October 1, 2024, viz:
The Body likewise approved on Second Reading, Resolution No. 03258-24, Series of 2024, Requesting NHA for the termination of the 2nd Amendment of the Memorandum of Agreementt (MOA) for Los Amigos Housing Construction Project (200 Units Emergency Housing Assistance in Los Amigos, Tugbok District, this City, dated January 19, 2022); and giving authority to return the unutilized fund to the National Housing Authority (NHA).
During the Suspension of the Rules, Resolution No. 03262-24, Series of 2024, “Granting the approval of the Amended Guidelines on the establishment of National and International Sister-City or Town-Twinning Program” and Resolution No. 03263-24 and its corresponding Ordinance No. 0646-24, both Series of 2024, “Enacting an Ordinance granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA), to be entered into by and between the City of Davao and Davao Chong Hua High School relative to the Work Immersion Partnership of the latter with the former, were duly approved.
Likewise, Resolution No. 03266-24 and its corresponding Ordinance No. 0647-24, both Series of 2024, authorizing the City Mayor to sign for and in behalf of the City of Davao, the Sister City Agreement by and between the City of Davao, Philippines and the City of Hamamatsu, Shizuoka Prefecture, Japan; and Resolution No. 03267-24 and its corresponding Ordinance No. 0648-24, both Series of 2024, authorizing the City Mayor to sign for and in behalf of the City of Davao, the Sister City Agreement by and between the City of Davao, Philippines and the Municipality of Sta. Cruz, Province of Davao del Sur, Philippines were approved and adopted by the Body.
In a Privilege Speech, Resolution No. 03266-24, Series of 2024, Commending and Expressing Profound Gratitude to the Teachers of Davao City in Celebration of the 2024 National Teachers’ Month was passed, as sponsored by Councilor Pilar C. Braga.
HIGHLIGHTS OF THE SEPTEMBER 24, 2024 REGULAR SESSION
Lastly, Councilor Trisha Villafuerte emphasized the value of family as a basis for Davao City’s culture and for the country as a whole. This is in relation to the Family Week event scheduled from September 23 to 30, 2024.
