HIGHLIGHTS OF THE JULY 2, 2024 REGULAR SESSION

During the 25th Regular Session held on July 2, 2024, the 20th City Council approved on Third and Final Reading, Ordinance No. 0547-24, Series of 2024, entitled “An Ordinance Granting Legislative Authority to the City Mayor to Sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be Entered Into by and Between the City of Davao and the Department of Health-Davao Center For Health Development Relative to the Construction of Super Health Centers Through Health Facilities Enhancement Program FY 2023 and Ordinance No. 0548-24, Series of 2024, entitled “An Ordinance Institutionalizing the Water-Break Time in the Private and Public Schools Offering Day Care, Kindergarten and Elementary Classes in the City of Davao.

 

The Body likewise approved on Second Reading, Resolution No. 02599-24, Series of 2024, and its corresponding Ordinance entitled an Ordinance Implementing the “Dabawenyo DCplinado Program” and Integrating the same in the Department of Education (DepEd) Curriculum.

 

The Council expressed concern regarding the rise of Waterborne, Insect-borne, Leptospirosis, and Dengue (W.I.L.D.) infections during the rainy season at the time of Councilor Richlyn N. Justol-Baguilod’s Privilege Speech.

 

Finally, the Body adopted Resolution No. 02591-24, and its corresponding Ordinance No. 0550-24, both Series of 2024, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be executed by and among the City of Davao, the Bureau of Fisheries and Aquatic Resources (BFAR), the Bureau of Fisheries and Aquatic Resources-Regional Fisheries Unit XI, and Daliao-Toril Fishermen’s Cooperative relative to the Project entitled “Capacitating Municipal Fisherfolks Program”.

 

 

HIGHLIGHTS OF THE JUNE 25, 2024 REGULAR SESSION

Ordinance No. 0539-24, Series of 2024, entitled “An Ordinance Amending Ordinance No. 0362-17, Series of 2017, otherwise known as “The Maritime Coordinating Council (MCC) of Davao City”, as Amended by Ordinance No. 0116-19, Series of 2019, To Include Under Section 4 A Provision To Include the Davao City Maritime Police Station and To Amend The Unit Mandated as The Vice Chairperson of the MCC Composition” was approved on Third and Final Reading during the 24th Regular Session of the 20th City Council.

 

Resolution No. 02538-24, Series of 2024, and its corresponding Ordinance on Second Reading were adopted by the Body, granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and the Department of Health – Davao Center for Health Development relative to the construction of Super Health Center through Health Facilities Enhancement Program FY 2023.

 

Further, Resolution No. 02539-24, Series of 2024, and its Ordinance on Second Reading, entitled “Enacting an Ordinance Institutionalizing the Water-Break Time in the Private and Public Schools Offering Day Care, Kindergarten and Elementary Classes in the City of Davao” were approved espoused by Councilor Jessica M. Bonguyan.

 

Meanwhile, Davao Light and Power Company (DLPC) was invited to the plenary to clarify the proposed rate increase in electricity in the City. Mr. Roger Velasco, President and COO of Davao Light and Power Company (DLPC), explained that the country’s drought and El Niño caused a decrease in the supply of cheaper hydroelectricity from Mindanao’s hydropower sources, including Lake Lanao in Marawi and Pulangi in Bukidnon. According to him, the absence of intake in the aforementioned plants has resulted to the 80% drop in the delivery of energy to DLPC. Instead of the inexpensive power generated by the aforementioned facilities, DLPC received an alternate but more expensive supply through the Wholesale Electricity Spot Market, or WESM, established by Republic Act No. 9136 or the Electric Power Industry Reform Act (EPIRA).

 

Lastly, Resolution No. 02587-24 and its corresponding Ordinance No. 0544-24, both Series of 2024, were enacted under Suspended Rules, granting exemption to all exhibitors in the Micro, Small, and Medium Enterprises Development (MSMED) Week 2024 from the payment of Special Mayor’s Permit Fees covering the period July 12-14, 2024 including Resolution No. 02588-24, Series of 2024, Commending the Security and Safety Units Deployed During the 2024 Davao Regional Athletics Association (DAVRAA) Meet.

 

HIGHLIGHTS OF THE JUNE 18, 2024 REGULAR SESSION

On its 23rd Regular Session held on June 18, 2024, the 20th City Council passed and approved the following measures under Suspended Rules:

In line with the “Duaw Davao Festival” which was formally introduced to the City Council last session, the Top 20 Candidates for Reyna ng Davao 2024 paid a courtesy call to the Body, formally introducing themselves and engaging with local leaders.

HIGHLIGHTS OF THE JUNE 11, 2024 REGULAR SESSION

During the 22nd Regular Session held on June 11, 2024, the 20th City Council passed and approved on Third and Final Reading, Ordinance No. 0525-24, Series of 2024, entitled “An Ordinance Granting  Legislative Authority to the City Mayor to Enter into and Sign, for and in Behalf of the City of Davao, the Memorandum of Agreement  (MOA) between the  City of Davao and the Commission on Population And Development (CPD)-Region XI relative to the Implementation of the Philippine Population And Development Plan of Action Ensuring The Welfare  And Development of the Residents of Davao City”; and Ordinance No. 0527-24, Series of 2024, entitled “An Ordinance Granting  Legislative Authority to the City Mayor to Sign, for and in Behalf of the City of Davao, the Memorandum of Agreement (MOA) to be Entered into by and between the Department of Public Works and Highways-Davao City District Engineering Office and The City of Davao, pertaining to the  Water System  in Barangay Mudiang, Bunawan District, Davao City, Funded Under FY 2023 GAA”.

In the same manner, Resolution No. 02497-24, Series of 2024, was approved by the Body “Demanding the Department of Public Works and Highways to Fast-Track amd Fix all Pending Infrastructure Projects in Davao City”.

HIGHLIGHTS OF THE JUNE 4, 2024 REGULAR SESSION

The following legislations were duly approved by the 20th City Council during its 21st Regular Session held on June 4, 2024, to wit:

            Finally, the Body approved Resolution No.  02480-24, Series of 2024, under Suspended Rules, Congratulating the Top 5 Winners of Mister International Philippines Davao Region 2024; and Resolution No. 02481-24, Series of 2024, Acknowledging and recognizing the invaluable contributions of Dr. Mae Concepcion Dolendo to the City of Davao, and expressing the Body’s gratitude for her and the House of Hope and Cancer Institute Group, for their continued efforts in providing care to the residents of the City.

HIGHLIGHTS OF THE MAY 21, 2024 REGULAR SESSION

 

            During the 19th Regular Session held on May 21, 2024, the 20th City Council approved on Second Reading, Resolution No. 02434-24, Series of 2024, entitled “Supporting the Proposition of Vitarich Corporation to Apply Section 51 of the 2022 Integrated Zoning Ordinance of Davao City for the Use as Dressing Plant of its Property Covered by TCT Nos. T-208700 and T-208699 of the Registry of Needs for Davao City, Located in Barangay Tugbok Proper, Tugbok District, this City, Provided that the Applicant Will Comply with the Requisites and Conditions Stated in the Ordinance”.

             Further, the Body likewise passed and approved Resolution No. 02437-24, Series of 2024, and its corresponding Ordinance on Second Reading, entitled “Enacting an Ordinance Authorizing the City Mayor to Enter Into and Sign, for and in Behalf of the City of Davao, the Deed of Usufruct to be Executed by and Between the City of Davao and the Bureau of Fire Protection, Subject  of Which is a 598 sq.m Portion of a City-Owned Parcel of Land Covered by Transfer Certificate of Title No. 146-2017000140,  Located in Barangay Cabantian, Buhangin District, Davao City, Used as a site for Sub- Fire Station”; and Resolution No. 02438-24, Series of 2024, and its corresponding Ordinance, entitled “Enacting an Ordinance authorizing the City Mayor to Enter into and Sign, for and in Behalf of  the City of Davao, the Deed of Usufruct to be Executed by and Between the City of Davao and the Barangay Council of Barangay 25-C, Poblacion District, Davao City, Subject of which is the Property Located at Aurora Quezon Street of the Same Barangay, under Original Certificate of Title No. 2023000165 for Barangay Hall Purposes”.

The Council also raised awareness on the ongoing rabies incidents in Davao City during Councilor Richlyn N. Justol-Baguilod’s time in the Privilege Hour. She reiterated the need of vaccinating pets to prevent infection with such virus, as well as having their vaccinations administered if they are bitten or scratched by it.

Relative thereto, Resolution No. 02448-24, Series of 2024, was adopted under Suspended Rules, Commending TBPeople Philippines Organization Inc., a non-stock, non-profit, no-government organization, for their unwavering dedication for the eradication and control of tuberculosis in the Philippines, and supporting them in their “Fast Track the Cure” Campaign.

HIGHLIGHTS OF THE MAY 14, 2024 REGULAR SESSION

Ordinance No. 0495-24, Series of 2024, An Ordinance Imposing Zero Percent (0%) Tax on Japanese Official Development Assistance-Funded Projects in Davao City, Subject to all Laws and Existing Legal Rules and Regulations was approved on Third and Final Reading during the 18th Regular Session held on May 14, 2024.

Likewise, Ordinance No. 0493-24, Series of 2024, entitled “An Ordinance granting legislative authority to the City Mayor to Sign, for and in Behalf of the City of Davao, the Deed of Sale Executed by the City of Davao for the Purchase of Land Registered Under the Name of Romeo S. Santos, Covered by Transfer Certificate of Title No. T-246814, located at Del Pilar St., Barangay 14-B, Poblacion District, this City, to be Utilized as a Permanent Site for the Barangay Facilities, Infrastructures, or Other Public Purposes” and Ordinance No. 0494-24, Series of 2024, entitled “An Ordinance Granting Legislative Authority to the City Mayor to Sign, for and in Behalf of the City of Davao, the Deed of Sale Executed by the City of Davao for the Purchase of Land Registered Under the Name of Evelyn Sialsa Palayon, Covered by Transfer Certificate of Title No. T-386741, located at Sobrecarey St., Barangay 17-B, Poblacion District, this City, to be Utilized as a Permanent Site for the Barangay Facilities, Infrastructures, or Other Public Purposes” were approved and enacted by the Body in the said session.

Further, the following measures were adopted under Suspended Rules, to wit:

In consideration of the observance of the International Nurses Day held annually, every 12th of May, marking the birth anniversary of Florence Nightingale, the founder of modern nursing; further expressing her appreciation to the nurses for their selfless service to the country, Councilr Jessica M. Bonguyan espoused the passage of Resolution No. 02433-24, Series of 2024, “Expressing the Body’s Highest Appreciation and Profound Gratitude to the Filipino Nurses for their Courageous and Unselfish Service to the Nation and Across the Globe” was approved under Privilege Hour.

 

HIGHLIGHTS OF THE MAY 7, 2024 REGULAR SESSION

With Councilor Alberto T. Ungab, acting as the Temporary Presiding Officer in view of the designation of Vice Mayor J. Melchor B. Quitain Jr. as the Acting City Mayor, the following Ordinances were approved on Third and Final Reading during the 17th Regular Session held on May 7, 2024, viz:

Further, the Body likewise adopted on Second Reading, Resolution No. 02421-24, Series of 2024, and its corresponding Ordinance, entitled “Enacting an Ordinance Declaring and Observing May 3 as a Special Non-Working Holiday in Davao City to Commemorate the “Davao City Liberation Day” from the Claws of World War II, and Providing Funds Therefor”.

In view of the foregoing discussion, Resolution No. 02400-24, Series of 2024, “Urging the Department of Transportation (DOTr) to Expedite the Turnover of Davao International Airport from the Civil Aviation Authority of the Philippines (CAAP) to the Davao International Airport Authority (DIAA) as Mandated in Republic Act 11457” was passed and duly adopted by the Body.
